March Joint Powers Authority's MARS Regional Community Partnership wins a $500,000 Pre-Apprenticeship Grant from the Chancellor's Office of Community Colleges
The MARS Career Promise Pre-Apprenticeship Pilot Program was awarded a $500,000 grant by the California Chancellor's Office of Community Colleges.
MARS, which stands for Manufacturing-Aerospace-Research-Science, is a regional economic development initiative created by the March Joint Powers Authority to align its mission of developing a 3,300-acre regional jobs center with attracting Aerospace & Defense primes into the Inland Empire.
With more than 600 Aerospace & Defense suppliers in the Inland Empire region, the MARS Careers Promise Program introduces an innovative career training opportunity that aligns industry based workforce needs with STEM and CTE training within middle schools and high schools.
The approved program is a partnership between the March JPA, American Aerospace Technical Academy (AATA), Val Verde Unified School District and AMRO Fabricating Corporation. The program will train high school seniors from Val Verde's CTE Continuation High School in welding, with certifications completed by AATA after ten weeks of training.
AMRO will hire students with certified skills upon graduation, while March JPA expands its public and private partnerships to ensure job placements for other program participants.
The MARS Career Promise program will be expanded within six months to include additional school districts and industry partners within the Inland Empire region.
The Memorandum of Understanding (MOU) signing party between March JPA, Val Verde USD, AMRO and the American Aerospace Technical Academy on April 27th marked the beginning of new possibilities for workforce development. More importantly, the program will serve as an incentive for Aerospace & Defense primes that are exploring expansion opportunities within the Inland Empire.
March LifeCare Announces Rehabilitation Hospital Development
Cobalt Medical Development is the most recent company to join March LifeCare in Riverside County, signing an agreement to purchase four acres on the growing medical campus. Cobalt, a real estate developer and owner/operator of healthcare facilities, plans to construct a state-of-the-art post-acute medical and rehabilitation hospital that will house 70 private inpatient beds, inpatient and outpatient programs, and provide upscale hotel-like amenities. The facility will be used to treat traumatic brain injuries, concussions, and Parkinson's disease, in addition to providing other in- and out-patient services.
"We are bringing a whole new level of medical service to the community," Richard Fiske, Cobalt's Chief Executive Officer said in making the announcement. "Our advanced rehabilitation center will specialize in treating traumatic brain injuries of military veterans, first responders, athletes, and the general public. We look at a rehabilitation patient as one who is not sick, but broken and our job is to get them mended." Fiske, along with Erik de Vries, Principal and Founder, have together participated in the development of nearly 25 percent of all the rehabilitation hospitals in the United States.
"Cobalt's hospital and rehabilitation services will be an integral part of the specialized medical services provided at the March LifeCare Medical Campus," said Donald Ecker of March Healthcare Development. Dr. Danielle Wheeler, March Joint Powers Authority Executive Director added, "Cobalt's rehabilitation center exemplifies the type of high quality, specialized medical facility the Joint Powers Commission envisioned would serve the surrounding communities of Moreno Valley, Riverside and Perris when they approved the March LifeCare Medical Campus."
The project will create over 100 construction jobs and joins other development already underway on the March LifeCare campus including the erection of a 150-bed behavioral health hospital, infrastructure expansion of new gas and water lines and roadway resurfacing, and construction of the US Vets housing facility. Once the hospital is constructed, Cobalt will be hiring physical therapists, speech therapists, nurses, nurse assistants, and workers in the food service industries as well grounds maintenance.

Dr. Thomas Haider, chief of the Spine Division for Riverside County Regional Medical Center agrees. The groundbreaking event marks the construction of Meridian Business Park - South Campus, an approximate
450 acre campus that will introduce new office, commercial, mixed use, business park and industrial uses to the
area. The Campus will also include a little more than 100 acres of park/recreational and open space areas.
The initial phase of development will install backbone infrastructure this Fall that will not only serve future Meridian
